BOARD OF DIRECTORS' RESPONSIBILITieS

KRVA Commissioner
(a.) Oversees all day-to-day functions of the Region activities with the assistance of the Executive Council, independently contracted personnel and employees;
(b.) Provides direct supervision of all independently contracted personnel and employees; 
(c.) Establishes, sets the agenda, and presides at all Regular and Annual Board of Directors meetings;
(d.) Conducts or directs a yearly Regional Championship Event, and/or a National Championship Qualifying event(s) for all Region Members;
(e.) Administers all endowment funds and supervises all grant programs with the exception of the Tom Ridge Endowment Fund (see Commissioner Emeritus);
(f.) Attends all national/zonal meetings for Commissioners or appoints a replacement approved by the Executive Council.  The Commissioner Emeritus is the first priority replacement, and need not be approved by the Executive Council;
(g.) Ensures Due Process for all Region disciplinary events;
(h.) Ensures compliance to the Board’s annual calendar.
 
By-Laws H(2)

KRVA Secretary
(a.) Keeps the minutes of the Regular and Annual Board meetings in print and electronic format;
(b.) Ensures publication of all notices required by law or these By-laws;
(c.) Provides proper custodial care of the Region’s records;
(d.) Retains, and as necessary, uses the Corporate seal;
(e.) In general, performs all duties incident to the office of Secretary and such other duties as assigned by the Commissioner or the Board;
(f.) Schedules meeting times and places as called by the Board and notifies Board members;
(g.) Prepares and updates annually a Board Calendar.

KRVA Treasurer
(a.) Is responsible for managing all funds and securities of the Region;
(b.) Ensures receipt for monies due to the Region from any source;
(c.) Ensures deposit of all such moneys in the name of the Region in bank, trust company or other depositories as selected in accordance with provisions of these By-laws;
(d.) Prepares annual Budgets, Projections, and reports of the Region’s fiscal activities;
(e.) Prepares and files all financial reports, tax returns and national financial records in a timely fashion;
(f.) Supervises and monitors the financial responsibilities of all independently contracted personnel and employees.

KRVA Adult Program Chairperson
(a.) Establishes or directs all indoor adult volleyball programs;
(b.) Conducts or causes to be conducted a yearly Regional Championship Event and/or National Championship Qualifier for all adult indoor programs;
(c.) Ensures that all National Championship events are conducted in compliance with the USA Volleyball guidelines governing those events;
(d.) Schedules and conducts periodic (minimum once a year) meetings of the adult indoor team representatives and members;
(e.) Performs any additional duties assigned by the Board or listed in the Region Operating Codes;
(f.) Insures that all adult indoor sanctioned events conform to Region guidelines and Operating Codes;
(g.) Prepares written reports concerning adult indoor activities for Board meetings;
(h.) Submits articles for publication in the Region’s electronic and/or print Newsletter or Web Page; 
(i.) Assists in the development of adult indoor teams and clubs;
(j.) Monitors and disseminates Regional and National information of interest or importance to adult indoor players, representatives and coaches;

KRVA Juniors Chairperson
(a.) Establishes and directs all Junior development programs as authorized and approved by the Board of Directors;
(b.) Ensures all Juniors sanctioned events conform to the Region’s guidelines and Operating Code;
(c.) Coordinates with the Commissioner to conduct or cause to be conducted a yearly Regional Championship Event for all Juniors participants;
(d.) Ensures that all National Championship events are conducted in compliance with the USA Volleyball guidelines governing those events;
(e.) Develops and proposes such regulations and guidelines to the Board that will comprise the Region’s Juniors Players Recruiting policy;
(f.) Preliminarily determines any violations of the Region’s Juniors Players Recruiting policy;
(g.) Evaluates, considers, and makes appropriate recommendations to the Board for National Juniors’ programs, including a High Performance/Elite program, and programs for physically disabled Junior athletes;
(h.) Establishes or directs all meetings of the Juniors Team Representatives;
(i.) Attends all national/zonal meetings for Youth/Junior Olympic Volleyball Coordinators or appoints a qualified replacement as approved by the Board.

KRVA Referee Chairperson
(a.) Co-chairs the Officials’ Certification Committee;
(b.) Coordinates with the Scorekeeper Chairperson to conduct and supervise referee and scorekeeper training and certification programs;
(c.) Ensures or assists the Region Referee Assignor in assignment of referees for sanctioned tournaments and fellowship tournaments;
(d.) Ensures all necessary sites required for clinics and fellowships are obtained;
(e.) Attends all national/zonal meetings for Referee Chairpersons or appoints a qualified replacement as approved by the Executive Council;
(f.) Coordinates with the Zonal Representative for inter-regional events.

KRVA Scorekeeper Chairperson
(a.) Co-chairs the Officials’ Certification Committee;

KRVA Outdoor Grass Roots Chairperson:
(a.) Establishes or directs outdoor and grass roots development programs within the Region;
(b.) Develops and presents grass roots individual and team membership opportunities, with a goal toward expanding the number, quantity and skill levels of adult and junior volleyball, indoor and outdoor, throughout the Region;
(c.) Develops and publishes recruiting concepts, ideas, and guidelines for promotion and development and Region involvement in volleyball programs for physically disabled persons;
(d.) Insures all outdoor sanctioned events conform to Region guidelines and Operating Codes;
(e.) Conducts or directs a yearly Regional Championship Event for outdoor participants;
(f.) Schedules and conducts periodic (minimum once a year) meetings of the outdoor players, hosts, and directors;
(g.) Prepares written reports concerning outdoor and grass roots activities for Board meetings;
(h.) Submits articles for publication in the Region’s electronic and/or print Newsletter or Web Page;
(i.) Assists in the development of outdoor teams, clubs and programs;
(j.) Monitors and disseminates Regional and National information of interest or importance to outdoor players, representatives and coaches;
(k.) Attends all national/zonal meetings for Outdoor or Beach Volleyball Coordinators or appoints a qualified replacement as approved by the Executive Council;
(l.) Performs any additional duties assigned by the Board or listed in the Region Operating Code(s).

KRVA Player and Coach Development Director
(a.) In conjunction with the Juniors Chairperson:
(b.) Develops and directs all juniors’ player developmental clinics, programs and initiatives;
(c.) Develops and directs all juniors coaches National accreditation programs, including IMPACT, Coaches Accreditation Program Levels One and Two (CAP);
(d.) Participates in development and creation of any National High Performance/Elite training and competition programs as may be approved by the Board;
(e.) Represents and reports to the Region on National developments in Coaches accreditation programs;
(f.) Supervises all Region approved Impact Clinicians;
(g.) Schedules and runs Region Impact Clinics;
(h.) Maintains current inventory of all materials necessary to host Impact clinics;
(i.) Directs the collection and payment to the Region of all fees due for impact clinics;
(j.) Nominates and recommends candidates to become Region Impact Clinicians;
(k.) Organizes and/or coordinates alternative clinics for training and accreditation of coaches as may be appropriate;
(l.) Organizes and/or coordinates player skill clinics, camps, or classes.

KRVA  Junior Girls Coordinator
(a.) Monitors the needs and opinions of girls’ Junior players, coaches and team representatives;
(b.) Monitors the effect, benefit, and/or detriment of Region policies and activities on girls’ Juniors players’ coaches and team representatives;
(c.) Advocates the needs and interests of girls’ Junior players, coaches, and team representatives at Board meetings;
(d.) Develops and suggests Region policies, activities, and changes to benefit girls Junior players, coaches and team representatives;
(e.) Assist the Eligibility Director in organizing, coordinating, and seeding girls Juniors tournaments, clinics, and events including the Regional Championships.

(a.) Monitors the needs and opinions of male Youth/Junior players, coaches and team representatives;
(b.) Monitors the effect, benefit, and/or detriment of Region policies and activities on male Youth/Junior players’ coaches and team representatives;
(c.) Advocates the needs and interests of male Youth/Junior players, coaches, and team representatives at Board meetings;
(d.) Develops and suggests Region policies, activities, and changes to benefit male Youth/Junior players, coaches and team representatives;
(e.) Assists the Juniors Chairperson in organizing, coordinating, and seeding boys Juniors tournaments, clinics, and events including the Regional Championships.

KRVA Men's Player Representative
(a.) Represents the adult men players community;
(b.) Cooperates, recommends and advises developments, initiatives, and improvements in Region men’s volleyball;
(c.) Participates in development of interaction between the Region’s men’s’ volleyball program, with other men’s’ volleyball programs, including Men’s Collegiate Club volleyball teams;
(d.) Assists, participates in, and attends periodic (minimum once a year) meetings of the adult indoor team representatives and members;
(e.) Monitors adult men players’ opinions and ideas concerning Region policies and activities;
(f.) Summarizes and reports such opinions and ideas to the Adult Program Chairperson;
(g.) Suggests Region policies, activities, and changes to benefit male adult players;
(h.) Assists the Eligibility Chairperson with evaluating the playing level of men’s adult teams.

KRVA Women's Player Representative
(a.) Represents the adult women players community;;
(b.) Cooperates, recommends and advises developments, initiatives, and improvements in Region women’s volleyball;
(c.) Participates in development of interaction between the Region’s women’s’ volleyball programs, with other women’s’ volleyball programs;
(d.) Assists, participates in, and attends periodic (minimum once a year) meetings of the adult indoor team representatives and members;
(e.) Conducts, directs and participates in periodic (minimum once a year) meetings of the adult indoor team representatives and members;
(f.) Monitors adult women players’ opinions and ideas concerning Region policies and activities;
(g.) Summarizes and reports such opinions and ideas to the Adult Program Chairperson;
(h.) Suggests Region policies, activities, and changes to benefit female adult players;
(i.)  Assists the Eligibility Chairperson with evaluating the playing level of women’s adult teams.

KRVA Recreational Program Director
(a.) Develops an interaction between KRVA organized volleyball programs and recreational programs such as YMCA, Police Athletic Leagues (PAL), and other individual private or corporate or institutional volleyball programs;
(b.) Develops and recommends initiatives for KRVA individual and team membership development through recreational volleyball programs;
(c.) Develops and recommends initiatives for promotion of USA sanctioned volleyball through recreational volleyball programs;
(d.) Develops and directs a KRVA Recreational program, providing benefits of USA volleyball membership and promoting organized volleyball programs, within the volleyball community, for player participants who do not want to compete in events that will qualify them for National Championship events;
(e.) Develops and coordinates initiatives that will assist private and corporate promoters in the development of Recreational volleyball leagues, including but not limited to facilities, rules, and officiating.

KRVA Coaches Representative
(a.) Represents the Region’s Juniors coaches in developing initiatives for improving coach training and accreditation;
(b.) Cooperates, recommends and advises developments, initiatives, and improvements in Region volleyball;
(c.) Participates in development, communication and enforcement of Region policies regarding Junior player Recruiting;
(d.) Cooperates with the Board of Directors to insure that Region programs adequately protect and facilitate the interests of the Region’s Juniors clubs, and coaches;
(e.) Monitors the needs and opinions of Youth/Junior coaches;
(f.) Serves as liaison of information from and to the Pennsylvania Volleyball Coaches Association, American Volleyball Coaches Association, and other such coaches’ organizations;
(g.) Assists the Player and Coach Development Director and the Juniors Chairperson in organizing, designing, and coordinating clinics, training, and meetings for Juniors coaches.

Commissioner Emeritus
a) Establishes or directs a grant program for the Tom and May Ridge
Endowment Fund;
b) Makes recommendations to the Board of Directors for the award of grants
as per the Tom and May Ridge Endowment Fund;
c) Attends National meetings in place of the Commissioner when necessary;
d)  Establishes or directs a program for providing Due Process to all
members as required by these By-laws;
e)  Assists the Commissioner in his/her duties, with particular emphasis on
implementing developments, initiatives and transitions appropriate to the
past practices and history of the Region leadership.
