New Note:  For those of you already planning to go to the USA Volleyball Boys' Junior National Championships, the dates have been changed and are now July 2-9, 2010.  The change allows full access to the convention center.

Referee Stands

Rule 2.6

The Ref Stand must be padded (not new) and must be safe for the official and the participants.  It must be designed to be a Ref Stand.  There must be a railing around the top to provide the referee safety to prevent a fall.  It should provide an eye level of 19" above the net.  Given that there are portable Ref Stands that are not adjustable in height, the Natl Office has accepted that not all Ref Stands are adjustable.  It is to have steps to facilitate easy access to/from the stand.  If it does not meet all of these tests, it is not to be used.

If a referee arrives at an event where they have not provided appropriate Ref stands, they are to have them removed.  While the rule clearly states that a Ref stand is required, having no stand is preferable to using an unsafe stand, according to Risk Management.  Having no Ref stand will be reported to the Referee Chairperson, the appropriate Juniors or Adult Chairperson, and to the Commissioner.  They will determine if a sanction will be levied for not adhering to the USAV rules and tournament guidelines.

USAV 2.6 d to USAV 2.6 e
1. Old USAV rule 2.6 d becomes USAV 2.6 e: “The front and
sides of the referee’s platform must be padded in the same
manner as the posts to a height of 1.7 m (5’6”).”

2. Add new USAV Rule 2.6 d: “A referee’s platform is required.
The platform must be on a support and adjustable in
height; the referee’s eye position shall be approximately 50
cm (19”) above the top of the net. It should be constructed
so that it presents the least potential hazard for players.
Step ladders, jump boxes and other devices not specifically
designed as referee platforms shall not be used.”

Key questions to ask:

  • Was the stand designed to be a Ref Stand?      
  • Does it have stable railing to avoid someone falling off?
  • Is it padded on the front and sides up to 5'6"?
  • Are there steps to and from the Ref stand to facilitate easy access?

If you answer no to any of these questions, do not use the stand and report the incident to the Tournament Director and Chief Referee.

New Referee Items for 2009-2010

  • There are many editorial changes to the DCR, so please, be sure to read the DCR and the list of significant changes.  This listing is not intended to show every change or detail.
  • The coach's area of operation has been limited to be between the attack line extended and the end line extended, 1.75 m back from the side line.  Also, remember that only the head coach may address the referees, and only the head coach and one other coach may stand during play.  No coach may address any of the other officials.  When the head coach is sitting, he/she must be the closest team member toward the score table.  It is recommended to assign the first chair (next to attack line extended) for the head coach only.
  • An adjustable referee platform is required.
  • Casts, even if padded, are forbidden.  Players with casts will not be allowed to play.  Also, remember that hats and jewelry (with a few exceptions) are also forbidden.
  • If a player's equipment falls to the floor and creates a safety hazard, play will be stopped and a delay sanction assessed.
  • A completed rally is now defined as the sequence of playing actions (no penalty) which results in the award of a point.
  • There must be a completed rally between Libero replacements.  Basically, the Libero cannot replace another player on the court until one of the teams scores a point as a result of playing actions (no penalty).
  • A ball heading towards the opponent's court under the net is in play until the moment it has completely crossed the vertical plan of the net.
  • The centerline rule has changed to allow any part of the body above the feet to touch the opponent's court, provided that it does not interfere with the opponent's play.  Both feet must still be on, behind, or above the line.
  • The net touch rule has changed to allow any player not playing the ball to touch the net system anywhere, provided that it does not interfere with play.  Further, it allows any player playing the ball to touch the net between and including the antennae as long as the contact is below the first 8 cm (about 4 in), provided that it does not interfere with play.  When a player playing the ball touches the net between and including the antennae from 8 cm below the top of the net and higher, it is considered a fault.
  • The only recognized request for substitution will be the actual physical entrance of the substitute player into the substitution zone.  The substitute player must be ready to play at the time of entering the substitution zone.  Coaches and captains may no longer request substitutions.
  • Each KRVA club that has a junior team must have a member of the club, who is a certified provisional referee to act as the club's referee representative.  This person is responsible to be the liaison between the club and the referee chairperson and will coordinate any referee training of other members in the club.  On junior matches, the work team is responsible to provide a R2 who is at least certified as a KRVA player referee.  Thus, there will be members of each junior team (junior player or rostered adult) who will need to become certfied as at least a player referee; emphasis will be on the R2 position.  Contact the referee chairperson for more information.

New Scorekeeper Items for 2009-2010

  • The Improper Request column on the scoresheet has been removed.  A small section has been added to the top of the sanctions box.  Since each team is allowed only one improper request per match, it seemed redundant to have a column.
  • The First Referee must check and sign the scoresheet(s) after the match and make sure all other signatures are obtained.
  • In adult competitions, the captain of each team must sign the scoresheet(s) after the match.
  • In junior competitions, the head coach of each team must sign the scoresheet(s) after the match.

 Juniors & Refereeing

(This item will be rewritten shortly.) 

Juniors teams when working must now provide a certified referee (at least Player level) to be the R2.  The Club Referee Representative will ensure that appropriate members of each team are trained and certified as at least a Player Referee.  Juniors (or Adults on a Juniors Roster) may be rated as Player referees (with emphasis on R2).  If certification and training are done within a club, the trainer/rater may simply submit the list of names and id's for certification documentation.  Contact either Mike McPoyle at referee@krva.org or Alan Sowa at scorekeeper@krva.org for more information.


  
 USAV Referee Blog Minimize

Contact Neal as soon as possible if you are required to be rated and have not yet been rated.  Regional referees whose last name begins with any letter from A through G must be rated this season.


  

Referee Requirements Highlights for 2009-2010

  • New Provisional Referees and all Player Referees do not have any scorekeeper certification requirements.
  • 2nd Year Provisional Referees must certify as a Provisional Scorekeeper.
  • Regional Referees must certify as a Regional Scorekeeper.
  • Provisional Referees are rated every year to recertify.
  • Regional Referees are rated every THIRD (3rd) year to recertify -- this is NEW.
    • Regional Referees whose last name begins with A through G will be rated this 2009-2010 season.
    • Regional Referees whose last name begins with H through P will be rated in the 2010-2011 season.
    • Regional Referees whose last name begins with Q through Z will be rated in the 2011-2012 season.
    • The three year cycle will then repeat.

Region-Run Referee Clinics

These clinics are basic to intermediate clinics.  Attendance satisfies the Region clinic requirement.

The referee clinics have been revised a bit.  Plan on 3 to 4 hours for the clinic. Please, email the clinician as noted for the specific clinic you want to attend by the Thursday immediately before the clinic date, since we need to know who is attending beforehand. Each clinic will cost $20 (checks written to KRVA). Please arrive about 1/2 hour before the start time to check-in, pay, and complete a bio-form.  If you cannot attend one of the Region-run clinics, you may attend one of the USAV National Referee clinics.  Remember that the USAV National clinics are intended for advanced or advancing referees.

USAV National Referee Clinics

These clinics are conducted under USAV and are advanced clinics.  They are appropriate for experienced referees at varying levels of certification.  Attendance satisfies the Region clinic requirement.  For USAV Junior National referees and USA National referees, attendance satisfies the Region clinic requirement and the USAV clinic requirement for the season ending national championship events.  There is a $20 fee, payable in advance, for all participants.  The cost at the door is $30.  To obtain the registration form, contact George Egan (george.egan@usav.org) or click on the link below.
