Welcome to the 2012 season for Girls Junior Volleyball in the Keystone Region. Thank you for providing opportunities for the youth in our region to play volleyball.
Make sure you apply for your open gyms & tryout sanctions through the events system at www.events@krva.org. However you must first be registered with USAV as a member of the Keystone Region. You must then follow up with your forms and fees to complete your registration as a club director. Make sure all of your coaches or work staffs are registered before they attend any of your open gyms or tryouts.
There have been no fee changes for the 2012 KRVA Season:
$50 for tryouts and open gyms
$30 per team for registration before the events system opens in December
$52 for players & adults with Jrs
$250 for all championship events, bid, opens & club

Take the time to read all the KRVA recruiting rules for the 2012 junior girls’ season. It is your responsibility to know the rules. You are responsible for all the coaches associated with your club. There is only one major change to the recruiting rules. The offer period will last for 4 days from the date it is made. As always the parents must send an email to the club director and to offers@krva.org f or the offer to be binding.
It is the responsibility of every club and coach to operate appropriately when trying to attract athletics to their program. Please remember you have signed the USA Code of Ethics when dealing with these young athletics.
There have been definite fines established for members that violate the recruiting rules.There is additional verbiage concerning the color of the libero jersey.
usav 19.2a in the USAV DCR
The libero jersey must contrast in color with that of the predominate color[s] of the other team members. Colors of purple/black, dark green/black, navy/maroon, white/lt yellow, are not distinctive enough to comply with the rules.
This year USAV is allowing the use of 2 libero on each team. Read the USAV DCR as to the new libero sub rules.
This year the KRVA will allow the libero to serve in any KRVA Sanctioned event that does not have National implications. Ex Bid event, qualifiers, national ranking events. Make sure you check, when you go out of region, as to the rules of the tournament concerning liberos.In an effort to streamline the tournament system we have condensed the tournament portion of the jr ops code. All tournaments open or club will follow the same guideline. No exception. The new changes can be found in the Girls Junior Op Code.
Big change this year, open teams do not have to play in the open championships to play in the bid event. We would still like to see you all at the KRVA Open Championships in May.
We have a new events coordinator, Neal Kenzakowski can be reached at www.events@krva.org. Any problems with the events system or the ranking system should be directed to Neal.
Remember to remind your players that no electronic devices can be used by the work team or their coaches while keeping score, line judging, etc. The coach must be in the immediate vicinity of the court where his team is working.
This season, rosters will be frozen on Martin Luther King weekend. If you need to make changes to the roster contact the KRVA office at www.registration@krva.org. Only Webpoint rosters will be accepted at KRVA sanctioned events. If you are using players from another team, in your club, bring both rosters.
Tournament directors, your tournament sites may be inspected for safety. It is the responsibility of every club director, coach & parent to ensure the safety of every player in this region. If you think something is in violation, please notify the chief referee & the tournament director,

Libero Serving in KRVA-2012

| Liber serving - Thursday, January 05, 2012The DCR does not have anything about libero serving because it is against the rules for USAV. The KRVA, responding to the interest in the Junior Girls community, has joined with 20 other USAV Regions to permit the libero to serve at local events, thoes that do not lead to Nationals. The KRVA Girls Bid and any Qualifier, will not allow the libero to serve. Since this is now an option, TD's are to inform the officials and participants if their tournament will have the libero serving or not. Teams must ask,when traveling out of region, what the local rule will be.
Some information about scorekeeping when the libero is allowed to serve;
1. With 2 libero's, either may serve durning the same set but only in one position. for example, player number 10 is serving in position III. The coach decides to have the libero serve for #10, and either libero may serve in position III. The libero's may only serve in one rotational position.
2. The scorekeeper and the assistant scorekeeper will place a triangle around the numeral III. For the remainder of the that set, number 10, a legal sub and either libero may serve in position III. The scorekeeper will also place a triangle around the point scored by the libero in the running score columns
3. You may have only one libero on the court at any time
4. Just as with NCAA & PIAA when the libero is on the court and the team rotates, the libero may go directly to serve rather than sitting out one play as is normally required between replacements. Libero sutstutions take place behind the, 3 meter , attack line
5. If you are using 2 liberos, both of their numbers must be listed on the line up sheet, before the start of each set
6. You should check the DCR as to the rules pertaining to an injured libero durning a set. Chapter 6, Rule 19 |

| NEW rules for 11/12 - Thursday, January 20, 2011
1. Rosters will again be frozen on presidents day weekend, you will have to contact registration to make a roster change or add a player
2. RANKING SYSTEM --
All TD's will be responsible for entering their results for the region run events
Club directors will be responsible for reporting out of region results to the events person with name of event& location, w/l record & place of finish
3. LIBERO
Will be allowed to serve in the KRVA Region this year. Except in events that lead to a national event, Bid or Qualifiers
There will be 2 libero allowed this year
Please check the DCR hand book, chapter 6, rule 19 for libers playing and uniform rules
4. Mixed tournaments are only allowed for 13 and under age groups or where there more than 16 teams in an age group
5. Region Championships
There will be no refund for any region championship event
Registration will open 2nd Monday in February and close 2nd Friday in March
6. Regular Tournaments
There will be no refund of tournament entry fee until that spot is filled. New refund policy will be published soon
7. Tournament Directors escrow will now be $300
8. There will be no more than 5 teams in a pool for any regular event, except for region championships where there will be only 4 teams in a pool
9 The guide line for running a tournament has been condensed so club an open tournaments are run the same way. Make sure you check the Jr Girls Ops Code
The changes to the Jr Ops Code should be published by the end of September |

Sunday, November 13, 2011 - First tryout date for 15 thru 18 year olds
CLARIFICATION; This only affects players who are currently on the varsity roster for their high school at the time of the tryouts
Offers may be made to any player on the 1st day of tryouts, they must remain open for 4[four] days. Once a junior player has accepted an offer from a club, they will remain committed to that club and may not withdraw their acceptance from that club fora any reason. Club directors/coaches/team reps may not offer/approach, via any media, a junior player or their family who has committed to another club. Once an offer is accepted the parent must send an email or hard copy to the club director and offer@krva.org
The 4 day period starts on the day of the offer for all age groups
